Abstract
Throughout history there have been struggles for territory and control of its resources, and occasionally these struggles have been based on ethnicity. Such struggles among ethnic groups manifest themselves in various ways. On one level populations attempt to achieve military supremacy and power. On another level, an inter-ethnic war of numbers’ is taken place, the goal of which is to increase the economy and political power of an ethnic group relative to other groups, by increasing that specific group’s population. Most ethnic groups in multinational states across the globe are engaged in this activity to some degree, manipulating population numbers in their struggle for power. In all cases the goal are similar. Only the form and intensity of the struggle differs.
This inter-ethnic war of numbers is thus a demographic struggle for power. In describing this struggle, Milica Zarkovic Bookman answer three crucial questions, First, what do ethnic groups think they can achieve by augmenting their numbers? Bookman explore and examines the link between the size of an ethnic group and it economy and political power, and assesses this link under various structural conditions, such as different level of economic development, degrees of ethnic heterogeneity, and systems of political organization.
Second, by what methods do leaders of ethnic groups actually manipulate demographic characteristics in their struggle for power? The author analyzes demographic engineering caused by assimilating policies, population transfers, boundary alterations, census manipulations, and economic pressures. She then put phenomena like ethnic cleansing and genocide into an economic and political framework.
Third, how can such demographic struggles be avoided and thus potentially explosive inter-ethnic conflicts be diffused? Suggestions are made for structural alterations within states that will sever the link between ethnic size and power, and thus eliminate the rationale for the demographic struggle for power.
By tackling the these complex issues, the author has compiled a work that will be of interest to academics and policy-makers, as well as students of international relations, demography and political science.
