Abstract
From more than a decade, the western intelligent community has been warning of the risk of terrorist attack. While the west’s concern with its own affluence and dominion created wide disparities in wealth and deep resentment in many parts of the world, military establishments continued to the transfixed by weapons systems with ever-greater firepower and politicians by the size of defence budgets.
Territorial defence – including protection from terrorism –most remain paramount. Yet most of today’s challenges to security come from those unwilling to adjust to a global society. Although small groups of men have shown themselves capable unleashing huge destructive force- as demonstrated in New York on 11 September 2001-future threats to the security of west are likely to concern not our immediate safety but that of the world in which we have an interest.
Warfare has become the most costly and least sustainable means to achieve real security, which now depends on our expanding the zone of peace and co-operation, using soft power but always with a hard edge. This book welds already existing practices in diplomacy, conflict prevention and non-lethal weaponry into a powerful doctrine for achieving that security.
Together, Europe and United States represent an unrivaled combination of diplomacy and might, soft and hard power. But they still have fully to comprehend complementary roles in ensuring future global security. The NATO Alliance should, john leech argues, recognize the need for sensible re-balancing of functions, acknowledging the investment each partner is already making in their common security.
In our globalize and technologically driven world, decision about defence and security are becoming increasingly open to public influence. Asymmetries of conflict: war without death aims to give both voters and decision-makers a new vision how to manage crisis and avert hostilities using a set of proven non-traditional means.
John leech is European coordinator of the American-European political and security circle West-West Agenda, and a leading member of the federal Trust. He has written on European and NATO subjects on development co-operation, and is a member of international Institution for strategic studies and a fellow of the royal society of Arts.
