Abstract
Recent history has thrown up vivid examples of the renewed capacity of ethnic differences to lead to deep tensions within states, tensions which frequently find expression in some form of inter-territorial conflict.
Obvious examples are the recent break, up of certain formal communist states and the continuing ethnic crises in some of their successor states (such as Russian and Yugoslavia). The object of this book is to look at the very topical issue of the manner in which states attempt to cope with ethnic conflict by seeking an accommodation between the competing groups through some form of territorial restructuring. The authors all specialists in the field, have extensive experience in analyzing this difficult problem.
The book look at case studies of illustrate the whole range of such conflicts: from south Africa, at one extreme, where ethnic groups are territorially mixed, to the former USSR and Czechoslovakia on the other, where territorial differentiation permitted different groups to their own way. In between are such cases as Pakistan and Sri Lanka, where peripheral ethnic group continue to mount a challenge to the central states; Canada and Belgium, where the central states has responded by conceding considerable regional autonomy; and the special cases of Israel and northern Ireland, where two groups lay exclusive claims to the same territory but where ambitions peace processes have sought to bring about a solution.
For the revised and expanded edition of this highly successful book, three entirely chapters – Northern Ireland, South Africa and Yugoslavia- have been commissioned, while several contributors have provided major revisions, and the editors has added a thoughtful conclusion, bringing the book up to date.
