Abstract
How does British policy process deal with ‘conscience’ issues?
Does parliament still decide?
What influences MPs?
This much needed book considers how the British policy process deals with conscience issues, those social issues which have strong moral overtones. It covers eight of the main topics to have been discussed by parliament in the last quarter of a century-abortion, censorship, divorce, Sunday trading, homosexuality, war crimes, disability rights and animal welfare.
Debates on these subjects traditionally produce much heat. More importantly, they have also produced legislative change; all the topic covered in the book have seen important changes to the law in the last 25 years. Unlike in many policy areas, that change has resulted largely from decisions made by parliament. This book describes those changes and analyses the process behind them, as well as considering what influence PMs When the whips are removed and they are left to their own devices.
This book should appeal to all those who are interested in modern British politics and contemporary social policy and who want to know how the law is made in these important policy areas.
