Abstract
The Naivete of arguing that the US is the only superpower in the post-cold war world- and has nothing to fear from any other political actor- has provided a false and dangerous comfort with regards to national security. The reality of such irresponsibility is that there any number of the state and non-state actors that are being ignored or considered too hard to deal with which has the capability to seriously threatened US interest and global well being. Thus it is incumbent on individual powers and the international community to understand and cope with the threats imposed by contemporary chaos. In this special collection, knowledgeable and experienced contributors begin that process.
The intent, in part one, of the anthology is to reexamine the broad the concept of deterrence as it applies to the ‘Russian Bear, Asian Dragons, and 1000 snakes’ and argue the need for a new and broader deterrence policy and strategy that can and will respond to the diverse threats looming on the non-too-distance horizon.
In that context, part two analyzes a series of troubling issues- ‘some possible surprises in our Nuclear Future’, to ‘deterrence and conventional military forces’, to questions of terrorism and information warfare-that make the case for change. Finally, part three provides some strategic-level ideas regarding possible new deterrence policy and strategy .these writings will, hopefully, initiate the process of rethinking both problem and response.
