Abstract
Preventing Diplomacy is a concept that has been around in the UN at least since the early 1960’s. It is the use of diplomacy by the Secretary-General personally or through his senior staff or specialized agencies to gather information about a situation that could develop into a security crisis and build confidence through diplomacy or, in some instances, through preventive deployment or the establishment of demilitarized zones. In the book, the author argues that the concepts not only needs further conceptualization, it also needs further conceptualization, it also needs to be operationalized, to be provided with some objective list of what is required to bring about it, if it is to become a reliable, significant items in the UN’s security work.
The author posits that the problem of obtaining early warning and effective responses to such warning had received far less systematic attention than is necessary. He puts in perspective – some thought provoking questions, inter alia: How can the International community, the UN in particular, enhance its current capacities to prevent conflicts? What schemes, if any could be adopted by the UN for data gathering and from which area? The work developed what the author called the 5W-H of Preventive Diplomacy to highlight the various actions required.
Aspects of this book were presented at the National Conference on “Crisis and Conflict Management in Nigeria Since 1980” held at the Nigeria Defence Academy (NDA) in June 2015 and to the First International Conference on “ Military Operations Research” also held at the NDA in August 2006. The Original material culminating in this book was first presented to the Centre of International Affairs Legon, University of Ghana in 2003.
This book is well research and meticulously written for those interested in International Relation with emphasis on conflicts resolutions by diplomatic approach.
