Abstract
The NEPAD debate has been going on in the popular media for some time with no clear guidelines and basic agreement. While the intensity of the debate between those whom we may roughly call for NEPAD Optimists and pessimists may indeed be a reflection of the growing frustration with the manifest rudderlessness of the continent’s political leaders and concern at the deepening poverty in both urban and rural milieus, there is no doubt the entire controversy might benefit from some schematization. The desire to impose a certain discipline on a largely inchoate debate was the primary reason behind the Centre for democracy and development (CDD)’s decision to organize a conference on NEPAD. Squaring directly with the primary objective of the centre to make a activism and expertise cohere, our aim was to provide a platform for the informed discussion of the central issue of concern in the new partnership. To this end, CDD invited participants from various walks of life to make their inputs in the best tradition of free speech and open debate. This monograph is one outcome of that seminar.
