Abstract
This volume combines case studies of national responses to terrorism with analyses of conceptual, political, economic and data-collection problems surrounding the control of terrorism in democratic societies over the last 25 years.the volume includes a survey of terrorist trends in Europe since 1968 that encompasses domestic incidents as well as the more commonly measured international ones, and discussions of the more regional approaches to counter terrorism, particular within the EC, and the problems surrounding international cooperation. By combining case studies with broader analysis and the domestic/national level with the international one, this volume achieves a breadth and comprehensiveness that until now has been lacking in existing literature.
In their final chapter, the editors of the volume, both recognized authorities in the field of political violence, show how Western responses to terrorism have favoured repressive and coercive responses, as embodied in the criminal Justice and war models of control, over political and communicative ones.One of their major recommendations is that, terrorism being a combination of violence and propaganda, more emphasis has to be placed on countering the ideology and propaganda of terrorist organization. To this end, they elaborate for dimension, both offensive and defensive for dealing with propaganda aspect of terrorist that, together could obviate the need for more coercive responses such as the military option in assessing how the balance between effectiveness and democratic acceptability has fared over the past 25 years, the editors conclude that this balance has most often been threatened on the domestic scene, where the state is dealing with the domestic group operating domestically, and that is a primarily by the criminal justice route, through the use of special police power, trial procedures or regimes of imprisonment, that western response to terrorism have moved furthest away from democratic acceptability.
By considering the communicative aspects of different control models, as schmid and Crelinsten do, governments can perhaps develop more innovative ways to deal with the problem of terrorism that are both effective and acceptable to our democratic way of life.
